To ensure the security and privacy of biometric identity verification, it’s important that the data being captured remains in a secure device. The use of a trusted device is an essential component of biometric identity verification, but this does not eliminate the risks associated with a centralized database. For this reason, data protection authorities prefer to use a decentralized system. The United Nations Resolution of 14 December 1990, which sets out the basic guidelines for the regulation of computerized personal data files, is not binding. However, this resolution does provide guidelines for the use of biometrics.
